1. Get the shooting stars event at night. 2. Look up to the sky and press "A".
3. Wait for the next day to collect the pieces on the beach.
4. Meet Blather's sister who will give you the recipe (as far as I know, its random at night).
5. Craft the wand using x1 large x3 medium wishing pieces.
6. Go to your wardrobe to edit outfits 1-8.
Press "A" while holding the magic wand to swap between outfits. Enjoy!
